If the uranium is highly enriched, it won’t matter that the ordinary water is a poorer moderator of neutrons than the heavy water. There will still be enough fissionable nuclei that even with the lower number of slowed (moderated) neutrons in ordinary water, the chain reaction will proceed. If the uranium is not highly enriched, there are not as many fissionable nuclei. If ordinary water is used, too many neutrons would be lost to absorption in the ordinary water and the relative amount of moderated neutrons would decrease. In that case heavy water is better than ordinary water for sustaining the chain reaction.
